VCAT to decide brothel plan

Victoria's planning authority will decide if a brothel will be allowed in Shepparton.
The applicant applied for the Victorian Civil and Administrative Tribunal (VCAT) to hear the case after the council refused his request to consider the development this week.
The council stood by its decision to consider the matter next month so it had more time to seek planning and legal advice.
A representative for the business, William Albon, says the business already has links with Shepparton and it is keen to expand its presence.
"The applicant currently runs a legitimate escort agency. That business is asked several times a day, when are you starting the brothel, when's it going to begin?" he said.
"There's a demonstrated community demand for this community service and we're going to provide this community service."
