Fraser attacks 'soft' approach to youth offenders

Coffs Harbour MP Andrew Fraser has attacked the New South Wales Government's new trial program for young offenders charged with anti-social behaviour.

Under the program youths charged with low-level offences will be placed on a conduct order rather than being dealt with under the Young Offenders Act.

They could then face strict limitations on movement, curfews, school attendance requirements and controls on who they socialise with.

However, Mr Fraser says the conduct order is a soft approach that avoids the real problem.

"The emphasis ... should be placed back on the parents and knowing where their children are," he said.

"Until we have a chain of responsibility in relation to families and parents and youngsters the problem will continue to grow."
