The Burnie City Council has expressed regret over Gunns' decision not to build its planned pulp mill at Hampshire in the state's north west, saying it would be up and running by now.

Gunns has submitted the last of its environmental modules to the Federal Government for the $2 billion Tamar Valley mill, but the Commonwealth is demanding more information.

Gunns had considered a site for the mill at Hampshire but chose Bell Bay after conducting a feasibility study.

The council's general manager Paul Arnold has told ABC Local Radio Hampshire would have been better a better choice, both environmentally and politically.

"We gave up the fight in respect to their decision long ago, but if they had have selected Hampshire we would have been well in construction if not making pulp by now, and it's a matter of much regret," Mr Arnold said.
