A conservative think tank has called for tax cuts and privatisation of WA's public transport by whichever party wins the election.

The Institute of Public Affairs argues Western Australia is being held back by excessive red tape, taxation and poor planning.

Today it will release a 10 point plan calling for the winner of the coming election to cut taxes and charges and privatise both public transport systems and the state's electricity generation businesses.

The IPA's executive director John Roskam said Western Australians have the skills and capacity to best capitalise on the resources boom but government policy settings mean WA is badly underperforming compared to its potential.

Mr Roskam admits the issue is an emotive one.

"It certainly is a controversial issue but when it's been done it's been to the benefit of state and consumers," he said.

WA's Electricity businesses have already been an issue in the campaign, with Liberal leader Colin Barnett arguing that Labor's break-up of Western Power has failed to deliver any advantages.
