Coroner Alastair Hope has called for stricter penalties for Learner drivers who breach their permits. (ABC)

An inquest into a fatal traffic crash has prompted the Coroner, Alistair Hope, to recommend the Road Traffic Act be reviewed to allow for stricter penalties for learner drivers that breach their permits.

Mr Hope was presiding over the inquest of 16-year-old Courtney Moloney and 17-year-old Scott Johnson, who died in a car crash in Quairading in 2006.

The 16-year-old learner driver pleaded guilty to breaching his licence provisions, and completed a juvenile justice program and a dangerous driving course.

Mr Hope told the inquest that young people need to know that having a licence is a privilege, not a right.
