Federal Opposition Leader Malcolm Turnbull predicts the Liberals and Nationals will eventually follow the Queensland lead and amalgamate at the national level.

Mr Turnbull has addressed the inaugural State Council meeting of the Liberal-National Party in Townsville, in Queensland's north.

Mr Turnbull says the federal parties will follow suit when grassroots members are ready.

"I am sure that we will see eventually a merger of the Liberals and the Nationals," he said.

"The arguments for it are very powerful and they're very compelling.

"But I repeat again, this is a grassroots political organisation and people have different views in different parts of Australia.

"It's important that as decisions are taken, everybody is brought along."
