The Victorian Government expects construction to begin on a $700-million Frankston bypass, by the end of next year.

The Premier, John Brumby, says drivers will not have to pay to travel along the proposed 27-kilometre long road from the Eastlink tollway to Mount Martha.

"We could have done this as a toll road and obviously we looked at that option, but we rejected that option," he said.

"Given the need now for projects to come on-stream quickly, to boost economic activity, this is best done as a government funded road".

Mr Brumby expects the project to be paid for in partnership with the Federal Government.

The Opposition says the State Government can not be trusted when it says there will be no tolls on the proposed road.

Its leader, Ted Baillieu, says there is uncertainty about a funding agreement with the Federal Government.

"They're not sure whether they'll get an agreement with the government, they might be confident that they're going to work on it, but they don't have an agreement," he said.

"Yet they're inviting us to say that this is a full blown commitment - that's a big ask."
