A Palmerston shopkeeper who says she was held up at knifepoint has spoken out about her ordeal and called on the judicial system to crack down on young thugs.

Vicki Fox from the Driver supermarket has fronted the media alongside NT Opposition leader Terry Mills.

She said two young men carrying large knives robbed her two months ago.

Mr Mills has repeated his calls for a boot camp to deal with young offenders.

"We need to be reassured that those who commit crimes will be adequately punished so a clear message is sent to criminals. That is not in the mind of this government. They're more interested in stunts and slogans than in real action that is going to change the attitude of a young criminal."

In Parliament today the Chief Minister Paul Henderson said the first application for a parental responsibility order was made last week.

The order punishes a parent for their child's crime and was proposed by the Government in January this year.
