The Victorian Government will expand Melbourne's urban growth zones in response to faster than expected population growth.

Victoria's population is forecast to increase by 2.3 million people over the next 28 years.

The Premier, John Brumby says an extra 600,000 homes will be needed to accommodate the growth.

He says expanding Melbourne's urban growth boundaries will create more land for development.

"Melbourne is a city that's built round it's vibrant CBD, but as we look to the future to manage the expected growth levels we need to become a multi-centred city, with centres for activity in key locations which are outside the CBD," he said.

The Planning Minister, Justin Maddin says the Government will establish growth hubs in outer Melbourne.

"Box Hill, Broadmeadows, Dandenong, Footscray, Frankston, Ringwood will become the focus of Government investment so that they can offer CBD like jobs, shops, housing and commercial services," he said.

"These centres are at the core of our refined settlement strategy."
